SCM Specialist: BBBEE (Transformational Specialist)
Overview

The NHFC is looking to fill the position of a SCM Specialist: BBBEE (Transformational Specialist) to lead Company in BEE and Preferential Procurement strategy and Supplier Development while ensuring compliance with relevant legislation. To oversee and update the BEE system, facilitate exchange of best practice to meet preferential procurement strategy. The ideal candidate will have strong experience in compliance, reporting, and strategy development related to preferential procurement, Supplier Development and BBBEE, ensuring that the company meets its legal obligations while promoting diversity and inclusion.

Responsibilities

Preferential Procurement Strategy

  • Manage NHFC’s BBBEE preferential procurement and supplier development verification process
  • Ensure PP and SD plans are met
  • Contribute to the development, alignment and implementation of the Company’s strategic preferential transformation.
  • Manage the BBBEE scorecard across preferential procurement and supplier development and optimise opportunities for each pillar.
  • Manage all annual submission and related administration for the portfolio.

  • Conduct BBBEE audits, provide recommendations on findings and write reports
  • Provide inputs in formulation of policies, practices and processes that affect preferential procurement and supplier development within Company.
  • Monitor and report BBBEE spending against targets set up for various SCM department including ensuring the accuracy of such information.
  • Advise project managers, external stakeholders and relevant committees about the interpretation of Company’s BBBEE Policy and BBBEE Practice.
  • Advise on the sourcing and selection of strategic BBBEE suppliers for acquisition projects, including the evaluation of tenders.
  • Provide BBBEE training to employees and suppliers on the revised BBBEE Codes of Good Practice. Employment Equity

Monitor, track and implement SD and PP plans

  • Work closely with senior management and strategy division to ensure alignment of BBBEE goals
  • Assist with the preparation and submission of all required reports to regulatory bodies and internal stakeholders
  • Analyse data and trends to provide actionable insights and support decision-making
  • Identify opportunities for improving the B-BBEE rating across all SCM elements of the scorecard
  • Monitor and evaluate the B-BBEE status regularly and ensure accurate record keeping.
  • Guide and advise senior management on leading skills development strategies and practices

Perform SCM management tasks

  • Provide technical advice and participate in the design, development, modification, testing and implementation of a procurement system.
  • Contribute to the continuous development and improvement of SCM practices, procedures, and systems to reduce costs and increase efficiency.
  • Provide documents during internal and external audits as an when required.
  • Handle ad hoc tasks assigned by the management of the SCM division
  • Uphold NHFC values and principles.
  • Enhance teamwork by building relationships with colleagues.
  • Foster an environment of co-operation, communication, and customer service.
  • Provide progress reports on project timeframes to GM SCM, CFO and User departments
  • Keep abreast of SCM industry’s best practise

People Management and Knowledge management

  • Manage and improve all operational systems applicable to the department in achieving zero audit findings for supply chain management and organisational objectives
  • Ensure effectiveness of delivery in governance department
  • Foster an environment of co-operation, communication, and customer service
  • Adhoc task/query management
  • Ensure all National Treasury directives and guidelines in relation to SCM implemented in NHFC and SCM staff aware of all directives
  • Ensure appropriate SCM knowledge in relation to internal and legislative requirements of all users of SCM in NHFC
  • Establish and develop departmental organisational structure to follow NHFC strategy
  • Define and communicate departmental KPA’s in alignment with NHFC Strategic objectives with SCM governance, risk and compliance staff
  • Manage performance in line with the KPA’s
  • Define required competencies in line with NHFC Competency framework and determine gaps where appropriate.
  • Close any identified skills and competency gaps by means of appropriate learning and development interventions
  • Manage all departmental administrative, disciplinary and grievance procedures
Requirements

Qualifications

  • Relevant Business/HR Degree
  • Financial acumen
  • Proven track record of experience with the BBBEE rating process preferable obtained at a BBBEE rating agency Experience with a BEE Scorecard Information System

Experience

  • Proven track record of experience with the BBBEE rating
  • Experience with a BEE Scorecard Information System
  • Experience in the successful implementation of transformation strategies is required
  • Extensive and in-depth knowledge of the Labour legislation governing the business area
  • Preferred Requirement: Strong understanding of and strong
  • commitment to good corporate governance, SCM regulations and laws and other regulatory requirements, including the PFMA.
