SCM Specialist: Strategic Sourcing
Overview
The NHFC is looking to fill the position of a SCM Specialist: Strategic Sourcing will form part of the NHFC Strategic Sourcing Team within the Finance Department. The role is focused on managing sourcing projects, supplier negotiations, driving cost savings while ensuring alignment with business requirements and applicable legislation.
Responsibilities
Strategic Procurement Strategy
- Provide thought leadership for developing Group-Wide category strategies across different NHFC departments
- Compile the groupwide category strategy inclusive of all commodities in the category and lead the implementation of the strategic sourcing initiatives within subcategory, including running the tender process and collating pack for adjudication evaluation and communicating award decision
- Develop all the enabling tools for the category such the cost modelling techniques, de-construction of cost structures and the strategic procurement index model
- Continuously identify cost saving initiatives for the categories and facilitate the groupwide implementation of the initiative
- Compile the negotiation strategy and tactics for the category procurement events.
- Provide expert support to the NHFC departments for the specific categories to create a ‘fact-based’ decision making approach by leveraging all available data sources.
- Develop supplier market analysis protocols and perform supplier base assessment
- Develop and compile category sourcing plans for the group
- Implementation and continuous adaptation of category intelligence database and templates for dynamic cost models for the different subcategories to achieve best TCO alternatives
Tender process administration
- Assists in developing tender documents, including the Request for Proposal (RFP) or Request for Information (RFI), to ensure that the requirements are clearly defined and the procurement process is transparent
- Supports the Bid Specification Committee in developing a tender document that promotes section 217 of the constitution.
- Manages communication with bidders, ensuring that all queries are responded to timeously.
- Facilitates/ manages the tender briefing processes
- Facilitates/ manages the tender closing processes
- Supports the Bid Evaluation Committee in evaluating bids received in accordance with the regulatory prescripts.
- Maintains accurate records of the tender process, including bid evaluations, recommendations, and contract award
- Negotiate contracts with suppliers to ensure favorable terms and conditions
- Supports bid evaluation committee in preparing and making recommendations to Bid Adjudication Committees.
- Communicates award with the successful bidder and regret with unsuccessful bidders
- Maintain procurement systems and perform SCM management tasks 20%
- Provide technical advice and participate in the design, development, modification, testing and implementation of a procurement system.
- Contribute to the continuous development and improvement of SCM practices, procedures, and systems to reduce costs and increase efficiency.
- Provide documents during internal and external audits as an when required.
- Handle ad hoc tasks assigned by the management of the SCM division
- Uphold NHFC values and principles.
- Enhance teamwork by building relationships with colleagues.
- Foster an environment of co-operation, communication, and customer service.
- Provide progress reports on project timeframes to GM SCM, CFO and User departments
- Keep abreast of SCM industry’s best practise
People Management and Knowledge management
- Manage and improve all operational systems applicable to the department in achieving zero audit findings for supply chain management and organisational objectives
- Ensure effectiveness of delivery in governance department
- Foster an environment of co-operation, communication, and customer service
- Adhoc task/query management
- Ensure all National Treasury directives and guidelines in relation to SCM implemented in NHFC and SCM staff aware of all directives
- Ensure appropriate SCM knowledge in relation to internal and legislative requirements of all users of SCM in NHFC
- Establish and develop departmental organisational structure to follow NHFC strategy
- Define and communicate departmental KPA’s in alignment with NHFC Strategic objectives with SCM governance, risk and compliance staff
- Manage performance in line with the KPA’s
- Define required competencies in line with NHFC Competency framework and determine gaps where appropriate.
- Close any identified skills and competency gaps by means of appropriate learning and development interventions
- Manage all departmental administrative, disciplinary and grievance procedures
Requirements
Qualifications
- Relevant Bachelor’s Degree (3 years - 360 credits) NQF 7 is essential. · Registration with Chartered Institute of Purchase and Supply (CIPS) OR SAPICS. ·
- MS Office and ERP Systems proficiency on an advanced level.
Experience
- 5 years operational experience (strategic sourcing or strategic purchasing organisation) is essential
- Preferred Requirement: Strong understanding of and a strong commitment to good corporate governance
- SCM regulations and laws and other regulatory requirements including the PFMA
